EPF Schedule 0 vs Schedule 1 wages reconciliation: where most EPFO assessments find the gap

The Employees Provident Fund Organisation inspection programme through 2026 has hardened its focus on the Schedule 0 versus Schedule 1 reconciliation. The single most common finding is the gap between basic wages declared in Schedule 0 and total wages declared in Schedule 1.

The Vivekananda principle is that all emoluments which are earned by an employee while on duty and which are paid universally, necessarily and ordinarily to all employees across the board form basic wages for EPF computation.

The allowances most often missed in Schedule 0 are: special allowance, fixed dearness allowance, retention allowance, conveyance allowance paid as a fixed monthly amount without bills, and any cash component called performance pay but actually paid as a fixed monthly amount.
